I. Preliminary
We want to effectively promote children and their parents in Germany. Targeted financial aid, more family orientation in employment and good infrastructure support and support for children of all age groups are the three, the family strongly supports. The countries will take suitable action to ensure that the resources made available by the federal government actually and in addition the local authorities and institutions are provided. The countries will also create financial conditions to ensure that the agreed objectives.
The countries share the national introduction of a legal right to a childcare provision for all children from the age of first to 3 Age at the beginning of kindergarten to year 2013/2014. From 2013 to allow for those parents that their children not from 1 to 3 years in facilities belonging to or may be a monthly payment (ie cash assistance) is introduced.
III. The procedure
The working group recommends that the federal and state coalition parties, in September 2007, a child care funding bill for the establishment of a fund for the provision of investment support on the basis of the present administrative arrangement between federal and state governments involved in the German Bundestag. Target entry into force of this Act later this year.
The federal government will bring on the basis of the agreements referred to in II by the end of the year a law requiring consent items, with necessary modifications in Book VIII, and the changes in financial compensation law on the road.
